Yes. A hand can improve through reorganization, risk reduction, and better flexibility even when a hoped-for card does not arrive. Improvement does not always mean completing a meld immediately. It can mean creating more than one reasonable path or reducing the points that remain exposed.

Start by separating fixed groups from speculative groups. A pair that depends on one exact card may be less useful than two cards that can each connect in different ways. Reconsider whether a near-group is worth preserving. Sometimes breaking a tempting pair allows you to keep a connector that supports a sequence and a set. The right choice depends on the rules, the visible cards, and the rest of your hand.

Next, reduce commitment. If you have waited several turns for one card, set a review limit. After that limit, compare the route with alternatives that use cards already available or more common connections. This is not giving up automatically; it is acknowledging that waiting has an opportunity cost. Every turn spent protecting one plan may prevent another plan from developing.

You can also improve a hand by lowering future damage. Discard a high-value card that has no credible route, even if it feels premature. Keep a low-risk card that might join several groups. If the hand ends before a declaration, the first decision may matter more than the ideal combination you never complete. A safer hand is a form of progress.

Finally, use the draw and discard records as a filter, not as a promise. If several needed cards have already disappeared, stop treating that route as your only option. A hand is improving when each turn leaves you with clearer choices. Measure progress by flexibility, lower exposure, and a more realistic route to legality. Key cards are helpful, but they are not the only source of improvement.
