Card count alone is a poor measure of hand quality. Two hands can contain the same number of cards while one needs a single useful draw and the other needs several precise repairs. Repair cost gives a more informative view.

To estimate it, group the cards by current connections. A completed or nearly completed group has low repair cost. An isolated high-value card has high repair cost if it has no realistic role. A flexible card has moderate cost when it can join more than one supported plan.

Count the missing pieces for your strongest structures, then add the cost of cards that remain outside them. Do not pretend the estimate is exact. The purpose is comparison. If one possible plan needs two specific cards and another needs one of several neighbors, the second may have lower repair cost.

Recalculate when the table changes. A visible discard can remove a needed card from consideration, while a new draw can lower the cost of a route. Opponent actions may affect risk, but do not turn a guess into a confirmed fact.

Use repair cost to choose a discard. Remove a card that contributes little to any affordable repair, especially if its penalty is high. Avoid discarding the only bridge between two low-cost structures unless you have a reason to abandon one.

This measurement does not replace judgment or probability. It simply gives you a practical question: how much work remains before this hand can withstand an unhelpful draw? Hands with lower repair cost are usually easier to steer, even when they are not yet complete.

Track repair cost informally with phrases such as one card away, two routes away, or several isolated cards. These descriptions are enough for a quick decision and do not require exact odds. Be careful not to double-count a shared card: one card may repair two groups, but it can be used only once. Include the cost of changing direction too. A plan that is easy to start but impossible to abandon may have a higher practical cost than its first estimate suggests. Recheck the estimate after each meaningful draw. The estimate is most useful when comparing two imperfect hands or two possible plans. It gives you a shared language for asking which route needs less repair before the next ordinary draw.
